White web-like mess in the trees.... what is it?

I was driving down I95 over the weekend and I started noticing that along side the highway heading south there were a lot of trees with a white web like mess in them. Does anyone know what it is? I'm sure it some sort of bug, but I would have thought that we were kind of late in the year for nesting.

Sorry I didn't reply sooner...but my time is severely limited these days with the baby.....
They are Web worms.....I believe they're called....they are like tent caterpillars but have more web than the tent ones....last year they were worse. I guess they do well in dry weather
